This document is an FBI FD-302, the standardized form the Federal Bureau of Investigation uses to record interviews. According to the U.S. Department of War release page, it records a 2026 interview with a U.S. person who describes three potential UAP incidents in the western United States occurring within a five-hour period in 2026. The interviewee, who reports 25+ years of experience with Night Optical Devices (NODs), describes leaving a location around 7:45pm and, roughly 30 minutes later (between 8:00-8:30pm), observing two dull-red, 'dash-shaped' lights moving along a mountain ridgeline to the west; through NODs the lights appeared 'orb-like' with a characteristic NOD halo. A second, similar light later appeared directly overhead for about ten minutes. Between 10:00pm and 11:00pm, additional lights appeared to the east and maneuvered toward the witnesses' position, stopping within a few hundred meters and as low as an estimated six feet off the ground; another glow was observed descending into a nearby dry wash. The witness reports his mechanical analog watch was found to be about 25 minutes fast relative to his phone, a companion's digital watch, and the vehicle clock, despite normally keeping accurate time. The lights reportedly displayed no exhaust, tail, or audible sound and moved non-linearly, unlike satellites or a UAS familiar to the witness. No physiological effects were noted, only curiosity. Approximately 30 minutes after passing through the (approximately 8 : 00pm- 8 : 30pm), saw two unidentif ied lights in the sky, pulled over to the side o f the r oad and ex ited the vehicle to investigate . described the lights as "dash" shaped and dul l red in color t o t he naked eye . The l ights moved along the ridgeline o f the mountains t o his west . was equipped with Night Opt ica l Devices (NODs) and observed the lights through said optics as well . relayed that, despite being "dashshaped" to the naked eye, the lights appeared "orb- like " or circular t h r ough the NODs, with the characteristic "NOD halo " around them, which is typical when l ooking at a l i ght source through NODs . stated that he is very fami liar with using NODs, as he has been using them for 25+ yea rs and has many hou rs of experience . stated that he has astigmatism and while the objects appeared "dash- shaped" t o h im, stated they appeared tr iangular or diamond - shaped, which could possibly be attributed t o astigmatism . Upon arri val , the l ights were no l onger observed . - returned to the ir ori gina l pos it ion, but were unable t o re - acqui r e the unidentif i ed lights . walked 1 0- 20 meters away from the vehicle to l ook around the area ; remained near the vehicle. At t h i s t i me , ad justed t h e fi lter on h i s NODs t o l ook at h i s watch , which displ ayed approximately 1 : 00am (estimated based on memory) . s watch was a Men's Au t oma tic Analog Watch . wa l ked back t o t he vehi cle t o check h i s phone , which displayed 12 : 40am . noted the discrepancy , compared the time displ ayed on h i s watch to the time displ ayed o n h is phone and obse rved that the t ime o n h is watch was 25 minutes ahead o f the time on his phone and the vehicl e ' s digital c l ock . re l ayed t h e discrepancy t o ■■■■■, whose digital watch displayed the same t ime as the phones and vehi cle c l ock . stated that he had owned t hat watch for approximate ly 5 years , and i t had never been off by more than 60 - 90 seconds . had la st checked the t ime o n his watch at approximate ly 10 : 00pm, and i t was accurate at that t ime . stated that h i s watch was the on l y mechanical/analog/non - d ig ital clock in t h e v i cinity at that time and it was the o n ly clock that displ ayed a di ffere nt time . d i d not adjust h i s wa t ch or reset t he time for 2 4 hours to see i f it continued to malfuncti on ; the wat ch cont i nued t o keep accurate time bu t rema ined ~5 minutes fast . FD-302a (Rev. 5-8-10) t old agents t h at he had spent a c onsiderabl e amount o f time at a facility looking up at t h e night sky, and was fami l iar with how stars / satel li tes / mete o rs l ook t o bo th t h e naked eye and with NODs stated that the lig h ts he observed and described were u n like anything h e had seen before . stated that the l ights he observed o n did not behave like sate lli tes, as sate lli tes track linea r acro ss the sky, whereas these did no t . stated t he unidentified l ights moved a round and changed direction , and a l s o appeared to be as low as 6 feet o ff the g r o und . The low- e l evation lig h ts described would have been backdro pped by the mountains and be low the r e l ative hori z o n l ine I h e o bserved was no t a UAS that he famil iar with . noted no exhaust o r ta il when these ob j ects moved , and they exhibited no a udibl e sound signature . attempted to observed t h e o bjects through t h ermal o ptics, but was unsuccessful . no ted no phys i ologica l effects from the events . stated that the ob se rvations d id not induce a fe ar or agitati o n respon se - j us t c u r ios ity . conversed abo ut thi s afterward, and g iven their backgro unds , f ound it strange that they di d not fee l fear or threatened during the ir o bservation s . provided his contact in f o rmati on and was open t o furt h er contact from agents .
