CIA-UAP-D022, Unidentified Flying Object Reported near Puerto Rico, 1965
This file, released by the U.S. Department of War, comprises CIA memoranda exchanged between the Assistant Director for Special Activities (AD/SA) and the Assistant Director for Scientific Intelligence (AD/SI) regarding an incident allegedly involving unidentified aircraft in the vicinity of Puerto Rico. According to the releasing agency, the memoranda concern an incident on November 19, 1964, in which a U.S. Naval aviator flying an F-4C described observing a delta-shaped object about the size of a jet fighter, estimating its speed in excess of Mach 3. An AN/SPS-49 radar aboard the guided missile destroyer USS Gyatt reportedly measured a track in excess of 3,800 knots. The February 1965 memorandum concludes that detailed analysis of radar photography of 19 November 1964 indicated there was in fact no high-altitude ultra-high-speed UFO north of Puerto Rico during the period, though it acknowledges apparently valid tracks or observations of unidentified aircraft near the Atlantic Fleet Weapons Range on 16, 17, 18, 19, and 24 November 1964. The AD/SI assessed the object as conceivably associated with foreign intelligence gathering activity targeting missile testing in the AFWR, while both offices ruled out domestic experimental aircraft such as the YF-12A OXCART.
