Interdepartmental Coordinating Committee of Cuban Affairs: Transmittal of Information

This one-page Department of the Army memorandum, classified SECRET SENSITIVE NOFORN, was sent September 14, 1963 by Joseph A. Califano (Office of the Secretary of the Army) to John Crimmins, the State Department's Coordinator of Cuban Affairs. It supplements an earlier July 29, 1963 memorandum concerning the possible organization of a new counterrevolutionary activity in Cuba. The document reports that one leader of the group, currently employed at the U.S. Naval Base at Guantanamo, has been asked to attend a meeting of the group in Miami, described as a 'final prelude to the commencement of operations.' It quotes an intercepted communication urging 'Guillermo' to come to Miami ('The die is virtually cast!'), signed 'Antonio.' A person named Gonzales applied to the Department of Navy for leave from Guantanamo on/about 19 September 1963. The record was postponed in full under the JFK Assassination Records Collection Act of 1992 and was denied in full by State, JCS, and OSD before its eventual 2025 release. Copies were distributed to Mr. FitzGerald (CIA) and Mr. W.A. Geoghegan (Dept of Justice).

Reference: Dept of Army Memorandum, subject as above, dated

-Reference memorandum forwarded information concerning the
possible organization of a new counterrevolutionary activity in Cuba.

The following supplemental information has been received:
One of the leaders of the group who is currently employed by the U.S.
Naval Base at Guantanamo has been requested to attend a meeting of
the group in Miami. The purpose of the meeting appears to be the
final prelude to the commencement of operations. The text of the
communication is as follows: ''Dear Guillermo: Come up to Miami!
The die is virtually cast! (Do) you require travel funds? Yours
faithfully for a free Cuba, Antonio, ''

Gonzales. has applied to the Department of Navy for leave from
Guantanamo on/about 19 September 1963. This application will be
approved in the absence of advice to the contrary from representatives
of the Committee.
