CIA Cable: Russo Narcotics/Contraband Investigation, Guatemala City (April 1973)

This four-page CIA cable, transmitted from the Guatemala City station to Director and Mexico City in April 1973, documents a station investigation (run through the asset GSLOGIC-27/GSMETRIC team) into suspected trafficker 'Russo.' The reporting states Russo held two sets of false documentation (one citing birth in Belize/British Honduras, the other Spain) plus a Brazilian diplomatic passport allegedly obtained by Maria Paula Souza Freitas, described as a Russo contraband collaborator. A source, Moreira, reported helping Russo move what he believed was contraband but now suspected narcotics, and that Russo had asked him to carry an undisclosed package to Miami for money. The cable tracks Russo's border travel via the Valle Nuevo and Ciudad Pedro de Alvarado immigration checkpoints (20 and 28 January 1973), his planned 20 April contact at the Aguascalientes checkpoint on the Honduran border, and connections to immigration officer Jose 'Chepe' Duarte Jr. It also names an American contact of Russo staying at the Hotel Maya Excelsior in Guatemala City, and references President Arana's awareness and green light to investigate. The document is a routine intelligence traffic file that surfaced in the JFK records collection; it appears unrelated to the assassination itself and reflects Cold War–era CIA counter-narcotics and liaison activity in Central America. Names and details are drawn from OCR of a degraded scan and may contain transcription errors.
